Small correction to the other thread: When my wife told me about this earlier, she had said that the $5,000 would only go to those who actually voted for the Republicans, not "every American". So my statement was wrong over there.
It is still buying votes and illegal as stated, but at least it doesn't fall into the pure quid pro quo that I implied.

@unclemark we've been talking about another trip up north for a while. I've been to most of the provinces, Nova Scotia probably my favorite. Alberta right up there (Banff). Quebec City is very cool.
