How is this proof of the election being rigged? Haven't they publicly announced there was a problem and publicly announced they're fixing it? If they were rigging the election, why wouldn't they just release the rigged results instead of saying they're going to fix the problem and release the results once they're fixed?

All of the ballots were ultimately counted, 100% of the results were reported.
This (RIGGED!!) will be the MAGA theme for the next 3+ months, following the lead of the CONMAN-der in Chief.
So if Trump announces on election night that over half of the votes in a precinct that will determine the outcome of an election are missing, but don’t worry we’ll get them in, you won’t have any suspicions? I know the answer, will you be honest?
I'd have plenty of suspicions, considering the source, but your hypothetical isn't remotely close to what happened here. There were no "missing" votes. An election worker inadvertently hit an "audit" tab instead of the results tab for five of the machines. After the error was discovered, and with election observers and members of the press present, the results were then downloaded from the five machines in question. All of the Milwaukee County votes were counted and final results released early Wednesday morning.
