Which “effected” party are you talking about? A couple things are clear. The USPS does not have the ability to comply and I don’t think this EO is within Article II authority.

Why would any Governor give it to them? I wouldn't. I've always taken great offense when people without any justification try to poke their nose into my business. It's the state's business under current law, not the federal government's business. There are more than 30 states that refused to comply, including red states. They're right on this.
