I don't have the reference handy, but I've read that this was all done at the behest of Peter Theil and Marc Andreeson. Supposedly they have or plan to establish in Honduras "sovereign" cities or enclaves that they run without government oversight or regulation or even Honduran law and that Hernandez was all on board with this before he got arrested and convicted.
