In fairness to Beshear (and note I admit this is an uninformed opinion in that I have not read the letter he sent, so the exact words do matter), him saying "are you able to still serve" can be seen in the negative perspective as "are you alive", but at the same time, there are other types of disability here that could have resulted from whatever happened to him that would result in McConnel not being able to function as a US Senator.
There's a bunch of levels between "I'm fine" and "Slobbering Vegetable" and his ability to do his job rests somewhere in the middle of that, not just on the "I'm fine" end. The guys been in the hospital for weeks and was non-responsive when paramedics arrived. There are serious concerns about his health right now.
As Governor, he kinda has the right to ask that question.

Honestly, on a keto/ high protien low carb diet, a 4 oz can of sardines are effing killer as a meal. I know you are being a smart ass and that is okay. But Sardines have so so much goodness in them. Add that they are CHEAP !! $1 lunch!
