I'm not sure I agree with that, but I can see your point. Regarding the decisive vote, isn't the VP the only true decisive vote in the Senate? For example, in a 51-49 vote, any of the 51 could claim to be the decisive vote.

Here's what I'm getting at if I'm not making myself clear: It takes 4 Pubs to flip to defeat a Pub proposal or approve a Dem one. Paul will never be one of those four. But if 4 other Pubs are willing to flip, he's happy to join them. Weak maverick.
