It's standard practice for female officials to abide by local custom in houses of worship, but to refrain from covering up in official, secular meetings, which is why you can find pictures of folks like Clinton, Bush, Obama, etc., wearing headscarves in mosques, but not wearing them in other settings.

I am no supporter of Islam, but geesh. Does it also bother you when a woman visits the Vatican and is refused entrance unless her shoulders are covered and her dress is at least knee length?
Many places of worship have rules & customs. It's respectful to abide by them. If it's a problem, then skip the visit altogether.
