Because there are tens of thousands of clerics in Iran that could take the place at the top. Would killing the Pope take down the Vatican?
Iran has a system built specifically to rely not upon the individual. It's multi layered with the institutional support coming from the clerics (which aren't even based on Tehran). Their public support has shrunk, but it's still significant. It's in no way, shape or form, some type of singular dictatorship, so the idea of decapitation was always ludicrous.

We have had nothing more than speculation. No details, no attempt at proving why it was needed.
I supported Bush even though it turned out to be wrong, he, Powell, even Tony Blair, made the case well.
Every president in the 21st century and the last one in the 20th century, said the Muslims in Iran must not have nukes. Were those presidents just blowing smoke? Or were they serious? Even after Midnight Hammer, the Mullahs were not going to give up their nukes. Negotiations were going nowhere because of them, not US.
And every other president didn't resort to starting a war over it.
Obama had a treaty with Iran that allow oversight and was supported by our allies. Little orange ignorant ass blew it up simply because he had to dismantle anything Obama had done. And because little orange ignorant ass has no art of the deal, he couldn't come up with a better solution than trying to bomb Iran.

Kent added: "The Israelis drove the decision to take this [military] action, which we knew would set off a series of events, meaning the Iranians would retaliate . . . [An imminent threat to US national security] simply did not exist."
"We could have simply said to the Israelis, ‘No, you will not [attack Iran], and if you do, we will take something away from you,'” Kent said during the interview. “I think it’s fine that we offer defense to Israel but when we’re providing the means for their defense, we get to dictate the terms of when they go on the offensive, otherwise they stand to lose that relationship.”
