Trump does like to work the gray area, but he also isn't averse to blatantly disregarding the law. Take the "2019 back pay law", officially the the Government Employee Fair Treatment Act of 2019. In plain language it guarantees retroactive pay for federal employees affected by government shutdowns. Now Trump is saying it won't apply to federal employees that he doesn't like.
We could go on. Even Trump knows the illegality of sending active duty military to police cities and is trying to push it into a gray area under the protection of the Insurrection Act.

Ha! A little over 20 years ago I lived in the Short North area near downtown Columbus, Ohio. I lived on a street with a bunch of two story, walk up condos. For the most part I loved living there.
One night, I woke up because I heard noises outside. I looked out the window and saw this crazy guy pacing in my yard, seemingly talking to himself. Then he proceeds to walk over to a bush near the sidewalk, drops his pants and starts relieving himself. Almost instinctively I open the window and yell at him that he can't do that there. He yells something unintelligible back, but definitely was not scared off.
