@boogie as i edited above i just wish there was a way to distinguish between jose in so ill who has been here with his fam for decades and jose who crossed in under a tunnel in el paso last weekend

We can't take any chances. If you weren't property vetted before coming in you're going out and can go to the back of the line. He "probably" won't kill or hurt anyone while he's here isn't good enough. We aren't taking chances.
