Grocers operate on fairly thin margins as it is, even places like Save-A-Lot or DG Markets which charge a premium on national brand names and don't have much in the way of loss leaders or big sales on those items to attract traffic. When these places open in poor urban markets there is a good chance that shrinkage will eventually kill them off, even with local subsidies.
