In the clip I saw, Minneapolis Police Chief Brian O'Hara described the woman as being in her vehicle and that her car was judged to be at least partially "blocking the roadway".
Nothing about it being deliberate, nothing about it being obstruction. Those are your lies.
He also called for a criminal investigation of the shooting.

Clearly both made mistakes. I cannot believe anyone in law enforcement is taught to try to block a vehicle with their body. They should never get into that position. I have seen people calling it murder, I think that is wrong. But I do think the actions need reviewed to determine if he should remain in ICE. Based on what had happened, if ICE stayed back, what is the harm in her driving away? You have the car, the plates, probably photos. She can be apprehended later easily. If you are really concerned, do a pit maneuver and block her with vehicles, not human bodies.

Do you think we should have a national police force to do that job when local authorities refuse to assist?
The governor and mayor specifically ordered the organization with crowd control and general street riot training ( the police) to stand down and not show up. At the same time both encouraged people to show up and demonstrate against ICE. ICE’s mission is not general police work and crowd control.
