NATO countries spending as a percent of GDP (goal was 2 percent) increased significantly after the Russian annexation of the Crimea in 2014 and increased significantly again after Russia's invasion of Ukraine. They averaged over 2 percent in 2024, almost 3 percent, actually. These are facts. It's also a fact that every President has been pushing NATO countries to meet the 2 percent goal for decades.
