Sadly, this is correct. I'd guess the only rebuke Trump will receive will largely be aesthetic as the next (hopefully Democratic) president will remove all the tacky shit he put up in the White House, remove his name and picture from stuff around DC and actually fix the Reflecting Pool. And if anyone is still dealing with legal issues from the made up vandalism claims surrounding the Reflecting Pool, they'll probably get pardoned.
I don't expect any of the many avenues of corruption Trump and his family have taken to be investigated to the point of any real consequence. The small consolation is that the Trump name will largely be shit and they'll all have to deal with that. All the billions they pilfered off the presidency will probably assuage any pain that comes from that though.
