It's that he's actively siding with Putin. So no matter how weak you think Obama might have been on the issue, we're still talking about two entirely different things.
He excluded Russia, Belarus, North Korea, and Cuba. A real fun-loving group. He claimed we had tough sanctions on Russia, but at the time we imported over a billion dollars' worth of goods from Russia yearly. So those areas, precious metals, fertilizer, and uranium all became 10% cheaper from Russia than from other countries.
Worse than that, Putin would be able to sell at ~10% over market and pocket the excess.

But look below at the vote to form an independent Ukraine, those "ethnic Russians" overwhelmingly wanted out of Russia. Who would not? If not for Stalin, Putin would be in the running for worst Russian dictator. And given their long run of horrible leaders, that is saying something.
