You're ignoring the most salient details.
@goat Some is fairly reasonable, and some isn't reasonable to expect Ukraine to accept. Just two of several examples, they're unlikely to accept giving up land that Russia isn't occupying and they're unlikely to agree to the limits on their military, while Russia is to have no limits at all. Who in their right minds would agree to that after Russia's illegal invasion of their country.
It includes a good security guarantee which is like NATO's article 5. It basically says that an attack on Ukraine would be considered an attack on the US and NATO. This is kind of NATO-lite.
Using this as a starting point for further negotiations with Ukraine and Europe is good.

Looking at the deal, what mechanisms force Russia to comply? Russia is required to return all civilians to Ukraine. They won't. What enforcement mechanism is there? Doesn't appear to be any. Russia has their usual mechanism against Ukraine, they will invade again. The kidnapped Ukrainian children, might, might get a strongly worded letter of complaint. I doubt it as the day the treaty is signed this entire event falls off the radar for everyone. Then when Russia attacks someone in 6 years the apologists will have all kinds of excuses for why peaceful Russia was forced into an attack.
Hopefully no one in NATO elects a Jewish leader, that automatically reduces American support by 20%.

SecState Rubio working hard to modify the framework of the 28 point proposed ceasefire/peace plan to one acceptable to Ukraine and Europe - and then Putin.
Best summary of the 28-point plan I've read yet is below. It's missing a lot of details on how the points would be implemented and is overwhelmingly weighted in Russia's favor as can be expected since Europe and Ukraine weren't involved. Rubio is working with Europe and Ukraine to work out details and make it acceptable to them and hopefully also to Russia. Russia would happily take this one and could reinvade what's left of Ukraine later.
