You're right about most the Cabinet. It's weird that the MAGA crowd seemed so fixated on merit-based hiring during the campaign and THIS is the group they're OK with surrounding the president.

it's still merit-based..just not on any merits relevant to someone actually being good at their job
Merits of Importance
1) Blind loyalty to Trump regardless of what is moral or in the constitution. An issue Trump faced in his first term was some in his administration that actually had a spine (before being replaced). He was much more careful getting people that were loyal to him over country the 2nd time around.
2) Anti-DEI
3) Anti-Woke
4) Bigots (Anti-LGBTQ)

once you get past all of the requirements to be in Trump's administration, you rarely have someone available that is actually smart enough to do the job.
