But having prisoners work a job while in prison seems like it could be a good idea. Could defer some costs of incarceration while also teaching them some skills. Or at least give them a way to escape the drudgery and boredom of imprisonment.

It could create a perverse incentive for states, if we had 3 architects we could make a crap to of money, someone go arrest architects.
An off the cuff idea, I know it also undercuts private, but using prison labor in WPA style projects makes sense to me. Every member of a road crew gets a shadow from the prison, or state building sites, etc. They get a job skill. It may not recoup costs the same, but making them employable is more important.
I thought forced labor in prisons was gotten rid of when the south used it for while as a replacement to slavery asblack people were arrested on trumped up charges in order to have free labor.
