I’d love for a Dem to refute this, but I doubt I will. Because it’s true.
In any large government program that has a pass- through budget, run by bureaucrats who have no incentive to stop waste and fraud, where the money is intended to provide financial assistance to the victim class which has political support, the incidence of fraud will be 100%. Efforts to correct this will always face significant resistance because corrective measures are seen as partisan.
