I would gladly encourage apportioning House seats by percentage. If a state has 10 seats and one side gets 56% and the other 44, we have a 6-4 split. No more gerrymandering. If a third party gets 10% in that case, they get a seat.
If that doesn't excite, we develop a program that doesn't look at anything other than population. It randomly chooses a starting spot and draws compact districts of equal size. Done it may be team orange does better in some states, team purple in others. But it is random, them's the breaks. Next census it probably will start at a different spot and will have different lines.
The Supreme Court will soon zap the VRA so this idea should become legal.
Or sortition, grab 9 random people and they draw the lines with nothing but census counts of pop, no breakdowns. Average Americans aren't going to know how to pack and crack.

We have established it is ok to call a special session. Let's say that costs $10,000. Is it ok to just write a check for $10, 000 to a party? To a PAC? To a church? What makes it different? The money is being spent specifically to promote a party.

The Indiana budget is 50 billion. I'm not going to care too much about 10 grand. In this case it's money well spent if they're able to get another House seat. Also, the money is benefiting Indiana citizens. You just don't like the citizens it's benefiting.
