First of all, the ICC has only been around since 2003, and second of all, yes, they have. They issued an arrest warrant for Mohammad Deif for war crimes, but withdrew it after it was confirmed that Israel killed him. The prosecutor also sought warrants against Sinwar and Haniyah, but again, Israel got to them before the request could be ruled on.

This is false. The ICC issued a warrant for Hamas leader Mohammed Deif the same day it issued one for Netanyahu.
