Additionally, deploying the National Guard due to domestic disturbances and situations is normal and relatively common and is almost always done under the control of the governor. Deploying the military for those reasons is not normal and it's very rare and the governor doesn't control them. The military is forbidden by law to do domestic law enforcement.
