It "should" disqualify him but who knows if it would, in this environment? Also, it appears that Trump can keep him in the "acting" capacity perhaps indefinitely, and Trump prefers "acting" status for cabinet officials. "I like acting," Trump said during his first term. "It gives me more flexibility. Do you understand that? I like acting." Lol.
