I have had a chance to meet my brother's new significant other. Both are in their 80s, she worked in DC as a trade negotiator from Reagan through Bush 43.
She spoke about steel negotiations under Reagan. They could reach deals with Japan, but the deals always had another side. If the price of steel went up too much, auto and other industries would be damaged. So they had continuous conversations with the steel companies and unions.
They would tell the owners that a plant built in 1920s with no serious upgrades just could not compete with a Japanese plant less than 20 years old. They would have to upgrade. The companies would flatly reject modernization, it was the government's job to make them competitive as is.
To the unions they would explain that Japanese workers made less but still had a good lifestyle. To be competitive there would have to be some wage, benefit, and other workplace concessions. But they would still be good, solid jobs. The unions rejected any compromise and said it was the government's job to negotiate a deal that kept them in the life they now had.
She said they couldn't square that circle. Raising tariffs to the level needed would put new autos out of reach of millions, and become unable to be exported at all. And it would create major cost problems for Pentagon procurement. With no concessions from steel companies and workers, no agreement would work without worse collateral damage.
@arthur-dent there are other factors as well that extend beyond just the cost of production. take a piss ant nothing of a business like mine. we bought the equipment and own it. overseas. we got investments to do so. it's sitting over there. largely fixed. that's the case with sooooooo many companies. that money on equipment and infrastructure etc. has already been spent and accounted for. where am i supposed to get that money again? to buy all the same shit a second time and install it here?
