Yes, I just wrote and then didn't post a comment about how Woodson got plenty of talent but did nothing with it other than continually lament about some "hump" that seemed to be insurmountable. But your point identifes the follow-on impact. We didn't just underachieve in those years, we dug ourselvs a big hole that we're now having to climb out of, instead of starting from higher ground.

The only place you will find pure rainbows and unicorns is hoosier sports nation they do not allow doom so if you do not want any doom that is the place. Btown banners has just as much doom as this board.
From a basketball standpoint there is zero reason for Burton to pick IU over Houston. And DeVries has not shown he can moneyball a team to success so $12-$14 million NIL won’t be enough to build a contending roster.
He could pick IU it comes down to the only two selling points DD has imo.
1. Can we outbid Houston? An outbid can work with kids looking for coin
2. Sometimes guys do want to come home and play in their home state.
To me those are the two selling points in IU's favor but I have no idea if it will be enough. Sampson can point to all of his recent success.
I saw Sampson commenting at the beginning of the tourney to the effect that Houston was the 'poorest' P5 school out there. so having adequate NIL is definitely an issue with him.

Allenspach had a BPM of 5.0 and averaged 13.7 and 6.1 for the Patriots and was 2nd team All-A10 this season. I would think he'd be a somewhat budget-friendly backup big man if IU ended up with him (and Zoom calls do not mean commitments so who knows). One thing we can say for certain, this means the IU staff is working with and meeting with players there have been ZERO public links with.
He's rated #97 on 247, and #11 pure center. His #s were pretty good. He looks like he'd be ok as a 15M/game 2nd big, if that's what they have in mind.

I think NIL spending and budgets should all be public knowledge. Especially at public schools. I may have missed it, but I don't know how they got away with keeping that information (relatively) private.

He certainly does not have Duke level but by no means is he the poorest in the power five if he had over 12 million. He was still able to sign 3 five star recruits last year also with 12 million. I would say Iowa State got pretty good bang for their buck.
