I'm sure it's a really shitty bill. I have no doubt about that.
If the NCAA and schools work together they could solve most of the issues without needing antitrust carveouts. But they won't. So maybe the shitty bill isn't the worst thing.
I don't see the huge problem yet though. Don't we have football? Aren't kids getting paid for their work?
