The portal is open (has been) for players to enter.
Pretty sure I read that once a player is in the portal, and is shown in the portal (which we commoners don’t have access to), teams/representatives are legally allowed to contact and work out deals with them.
This would not be tampering and how so many deals get announced shortly after it “opens” on Jan 02. (This doesn’t mean that illegal contact doesn’t happen though.)

@cg-paul don't know about football, but with volleyball, players can contact coaches once they are in the portal, but coaches are not supposed to contact them initially until the portal is "open". I'm guessing it's the same/similar, but don't know that.

I’m sure the player, and more likely his/her agent(s) reaches out rather quickly once in the portal.
