@openwheel All rules are made up. This one actually makes sense. Although they probably should’ve started the clock at 20 and not 19, but they need to enforce the rules.
Hockey players will also have a hard time with this rule.

Waivers are making shit up as they go. They'll grant some, not others. The courts will then probably use those vagaries to shoot the NCAA down.
What they need is a transfer limitation. Courts shot those down but surely a transfer limit is fair game if they write the rules intelligently. If they survive the courts with an age and years limit (to be determined whether they do) surely some transfer restrictions can survive review.
As long as they don't go wild with 'waivers'...
