I get what you're saying. It's hard to try and make sense of it when we aren't in those closed-door conversations.
Hearing people like Steve Sarkisian talk about the wasted money in high school recruiting, really gets you thinking. Getting a high-end recruit on the OL or DL, is often considered wasted money because it's a developmental position. Most kids, especially OL, regardless of being a blue chip or not, are not able to step right in out of high school start in front of a veteran. Therefore, you are taking big money out of that year's pool of cash, knowing full well they aren't playing that year. Then you simply hope they stick around and you fork over money for the next year. That or you play them early when they aren't ready and your team is worse off for it.
I outline that because based on our knowledge of Cig drawing lines in the sand on what he will or won't offer certain levels of talent, it feels like he raised the bar on talent he will accept. He may have even lowered (or just kept the value flat) of similar level of players he would have paid more for, simply because he would prefer to save that $ and use it to fish out of the transfer portal in the winter.

@yothn From the conversations I had early in the cycle, IU would not have a bunch of commitments until the summer. It's how it has been under Cignetti. He wants to get players in on official visits. Are there players I am a little surprised haven't pulled the trigger for IU yet? Yes, however, I told the board it may not be popping until the summer.
IU has another weekend with no official visits, but the weekend of the 15th should be a big one. I am working on confirming that list.
Waiting for a FBS school to sign an agreement with a FCS school to train up recruits by loaning their rights to the FCS school. Kinds of like how soccer works everywhere else but here.

@tr32 Yeah, because he's from there. Hell, the IU coaches refer to him as bama too.
@tr32 Yep been his nickname for a long time. That’s why I was so surprised. Growing up a Bama fan living in Alabama is hard to overcome. But yay for us!!
