IIUC, the IGs weren't given any enforcement power. They could audit/investigate and report/advise. And also, IIUC, they reported to the head of the department... i.e. the people responsible for dealing with whatever shit they found. If you found someone stealing money from the till and reported it to your boss and the boss did nothing, it's not like you're the failure.
ETA: In today's world with the Unitary Executive and the Court we're saddled with, IGs probably wouldn't be allowed to do much enforcing anyway if it caused any issues with the administration.

I agree, but the gains didn't come from Bitcoin. They came from Trump and Melanie Coins. The difference is Trump just spun up his own coin, held a majority of them, and then dumped them when it ran up. You can't do that with Bitcoin. I don't have any sympathy for the degens left holding the bags.

For starters, the Supreme Court did not give Trump "absolute and total immunity." He has absolute criminal immunity for official acts related to a core constitutional duty--he has no immunity for any private investment funds or memecoins he starts. Those actions have nothing to do with the decision in Trump v. US.
