The southern Surge.

The South is kicking butt in attracting business and raising living standards.  While many large northern blue cities drive people away with progressive nonsense, the south is showing all of us what progress  really means.  It attracts businesses, investments and people from all over. The blue north promises to make matters worse.

cannot imagine starting a business in a place like california or illinois.

Commonly referred to as 'catch up growth'.  They've been so far behind everywhere else in every aspect that they have a greater opportunity for growth.

That argument makes sense when comparing percentages. But the Southern surge is not about percentages.  It’s about actual raw numbers.

Weather has to be controlled for in this thought experiment.  If it were just about policy, why wouldn't Indiana steal all of Illinois's business?

Good point.  Weather is probably one of many factors. Three ginormous chip manufacturing plants are being built in Arizona, summer heat there is unbearable.  Momentum probably has a lot to do with it.  

The southern surge is a fact.  I would think other states would study why and try to copy them.

In what world is Illinois weather better than Indiana? Both are more temperate up near the lake and then turn into suffocating, corn sweat, hell holes as you go souths.

States are either winners or losers.  The blue states are all losers.  It isn't complicated as to why.

Education.  Particularly higher  Ed.  NC and Texas have this figured out.  Tennessee is catching up.
