What does 'cleaned up' look like to you? A resounding majority of the U.S. wants immigration tightened up and violent criminals who are here illegally deported. The current enforcement strategy is something only a small minority of Americans seem to get behind though.
And it's a big deal that the President is grifting off the American tax paying public. You can worry about (at least) two things at once.

I saw that video. It was chilling. That kind of law enforcement should have no place in America. And you're right - it's pissing people off. I think Trump will eventually go scorched earth on Kristi Noem and DHS because he doesn't enjoy being vilified. I bet he ends up throwing a bone to some people currently targeted by ICE - maybe he extends the TPS for the Haitians in Springfield, Ohio instead of sicking ICE on them - and Noem is relieved of her duties.
I do think legacy is largely what drives Trump. That's why he's trying to build a giant arch in DC and the new White House Ballroom. It's also why he renamed the Kennedy Center in his honor. He thinks having his name plastered all over DC will make him a transcendent president like Washington, Lincoln, Kennedy and probably how Obama will be viewed. Left to its own devices, his legacy would largely be that of Johnson, Harding and Nixon. If he can get some people to acknowledge that he's not all bad by walking back some severely unpopular policies, then that helps his legacy building in his mind.

It was the idea to reallocate funds to try to reduce tasks that are assigned to police that might be better served being handled by other people.
