Poorly paid and trained civilian POSs, who are probably not even trained to do much more than their jobs - poorly. To be fair to them, the crews of these ships don't take care of the sides and most of the maintenance. They do emergency maintenance and the major work, which that ship needs badly, gets done by contractors in port somewhere. The company that owns that ship isn't paying to do what's needed to be done.Hey Aloha
