Well, a CR that locks in many major decreases in funding levels for many areas of government, decreases that were accomplished by executive actions. Specifically, by executive orders made in defiance of prior congressionally-approved funding levels. Such illegal rollbacks ought to be addressed in any new budgeting bills. You want to defund the CDC, pandemic preparedness, child cancer research, etc? You want funds to equip a new gold-plated plane? Ask Congress to do it, don't just do it yourself, illegally.

I am all for moving things to the local level that locals are in a better position to control for their citizens. Things like education. But I don't think you really want individual states to decide things like access to basic health care. What if you are moving due to a job change. Wait...I can't vaccinate my kids there, but I can here? My pregnant wife can't get the same prenatal care there as she did here? Indiana banned Tylenol? And vaccines? And abortions after teen rape? It would be almost as chaotic as if Illinois decided you drive on the left side of the road while Indiana decided you drive on the right side.
