They can be mediocre, inept and point to the glory of the '85 team regardless of where the stadium is located.
The interesting thing I've read and heard in an interview on SiriusXM NFL channel is that there will be no taxpayer money involved in the actual construction of the stadium in Hammond. The construction is all financed with private money ($2B from the Bears) and the revenue stream is based on concert ticket sales. The idea is that they keep it filled with people buying tickets for events other than sports. The only involvement related to taxes was going to property tax breaks.
I don't know if that's still the case, but that was the play earlier this year. I found it to be a fascinating conversation.

Hopefully demolish the monstrocity. The OG was a great stadium. The renovation was one of the worst architectural blunders I've ever seen.

I’d still put it at only 70/30 in favor of the Bears going to Hammond. That is a very weakly worded press release.
The McCaskeys clear preference is to stay in Illinois and this appears to be their last ditch effort to get the legislature to call a special session and work with them.
Illinois doesn’t even just to match the Hammond offer, they just have to move some roads around and budge on property taxes.
