IMO the only way real change comes is through collective bargaining, which I don’t think schools want to do (would be costly).

Keep the government out of sports. They mess up everything else (I'd absolutely be saying this no matter who is in charge).
One thing that's annoying is all this shit is directed at players.
What about the coaches? P4 CFB staff are collectively around $12-30M per year depending on the program, with insane buyouts for the head coaches that can add $10M to $50M+ in costs (Brian Kelly, Jimbo, etc.).
These are huge expenses that are right there with roster costs and more on a per person basis. Why isn't this a threat to college sports and complained about as unsustainable?
And of course coaches move jobs, including before seasons end now... why not limits on this?
Give me a break. Any attempt without negotiation to limit the players should also include limits on the coaches.
At the end the day, collectively bargain with the players or shut up and deal with the current system.
