The NCAA Division I council met for two days this week and came away with several new rulings, most notably revised transfer windows for football and basketball athletes, and unofficial visit prohibitions.

The Indiana Hoosiers added some key pieces from the transfer portal to improve the 2023 roster and attempt to build a team capable of returning to a bowl game. Players like Tayven Jackson, Christian Turner, EJ Williams, Lanell Carr, Andre Carter and several others are expected to play critical roles for the upcoming season and Tom Allen is not done adding to the roster.

Indiana Hoosiers tight end AJ Barner announced on Sunday that he intends to enter the NCAA Transfer Portal when it opens on Monday. Barner finished his third year with the Hoosiers and will have two years of eligibility left.

The Indiana Hoosiers filled a position of need with a big time transfer when former five-star recruit and USC running back Stephen Carr committed to the Hoosiers on Sunday. Carr entered the transfer portal in May and was immediately linked to IU because of his connection with running backs coach Deland McCulllough.

The NCAA transfer portal, and now the one-time transfer rule, have changed the way college football coaches are recruiting their future players and the Hoosiers are no different. The IU football team has both gained and lost players via the transfer portal this past offseason. The Hoosiers have gained six transfers and have lost 10. The Hoosiers are probably not finished with the portal yet this spring and Allen has a strategy for its use and it’s for immediate help.
