To be clear, Goode and the guy today both committed crimes, on camera, and would have been charged with as much had they lived. They are in no way “innocent civilians”.
That doesn’t mean ICE doesn’t have a problem with low IQ, trigger happy, goons however.
The whole idea behind civil disobedience is to break unjust laws (or laws being enforced unjustly) and take your lumps, with the intention of exposing the wrongfulness of the oppressors for all to see. So yes, in that sense they may not be "innocent." That doesn't justify a summary execution.
This isn’t lunch counter sit ins or Rosa Parks sitting at the front of the bus.
It’s a guy getting into a wrestling match with agents as they attempt to arrest someone and a lady speeding away from (and hitting) law enforcement after they told her to exit the vehicle.
That’s not civil disobedience, it’s clownery by low IQ morons.

No two things are ever identical, but you were still closest to the mark with your "low IQ trigger happy goons" remark. Whatever these two people did wrong, it didn't justify the responses they got.
And, again I cannot stress this enough, it really appears that this last guy was shot to death in the back, while being restrained, after officers had disarmed him. There is no universe in which we want that to be okay in America.

do you think SCOTUS will/would uphold a statutory immunity (or pardon) for first degree murder in these clashes?
does the last decade of “false news” narratives by the fringes of both parties, claims of stolen elections by the fringes of both parties, and ugly ugly name-calling by fringes of both parties explain the general lack of interest from the vast middle/silent majority, and the impact thereof? (Merely reciting the list of horrors required to generate white support for civil rights, then sustain it through final statutory success, can stop a heart. Were the public sentiments on those issues any greater or lesser than woke/Maga/immigration? Trump was not rejected - he was re-elected, and the tactics have not changed on either side. I still fear a battle call between state militia and federal troops. It will make all the prior tripe about “Constitutional crisis” seem like a fart.)
What do you mean by state militia? Guard? The Guard is dual-controlled. How that plays out I’m not certain. Even assuming independence for the sake of argument I doubt the Minny National Guard mirrors Walz/Frey and would engage on their political behalf.
That said I could potentially see it under other circumstances in other states.
