It's literally described in the tweet you linked as being cell phone footage rather than body cam footage. Cell phone footage claiming to be from the same perspective. Bottom line, NOT the body cam footage. Also the video clip points to the sky when shots are fired.

A body cam could not possibly pan side to side and up and down instantly like that obvious cell phone footage does. It purports to be from the same perspective, but the fact remains that it isn't (and cannot be) the body cam footage.

Frey, Walz and Democrats more broadly are awfully mouthy in their criticism of the administration over this incident.

@arthur-dent also, he appears to shoot her AFTER he's clear of the car. It looks to me that he shot her because he was pissed off, not because he was fearing for his life.
