That seems a bit extreme. The guy was able to maneuver out of the way wasn’t he? Probably could’ve gotten out of the way quicker if he hadn’t drew his weapon and fired. When I first heard I envisioned some lady screaming 60 MPH down the street towards a bunch of Ice Agents.
But this is what you get when every police academy wash out and 4-F in the country is being given a six figure job, badge, gun and told they’re a hero.

He shot through the front. Not the back or sides. She's coming at him. Legal self defense but yes, he probably could've just stepped over to the side and let her go.
I'm pretty sure at least the third shot, if not the second as well, was through the driver's side window, not the windshield. Even the first shot, while he was still in front of the vehicle, the vehicle was clearly turning away from him.
Not saying anything will come of it, but I think this clear self-defense narrative you're trying to push is wishful thinking at best.
From the state legislator getting shot, to the Annunciation shooting, to the massive welfare fraud to now this ICE shooting. Minneapolis has taken up entirely too much space in the minds of Americans in recent months.

A long time ago, I was home for winter break, but drove down to Bloomington with my parents for a basketball game, because neither of them had been to AH. I don't remember which game, but it wasn't competitive, we won easily. After the game, while we were waiting patiently to be let out into traffic from our parking lot, we witnessed a vehicle who absolutely refused to follow the instructions of the police directing traffic that he was required to turn left from that exit. He forced his way right instead, and the cops started chasing him (on foot) and demanding he stop. I saw a cop open up his driver's side door, and he sped away, dragging the police officer for, I don't know, some yards. Not at a very high rate of speed considering the gridlock, but still. They let us out, so I didn't get to see the ending, but I assume he got arrested. But what didn't happen was this: no one pulled a weapon. No one escalated it from a bad decision into a tragedy.
Just something to think about.

Victim: told to get out of the car multiple times. Agent has hold of door. Multiple agents surrounding her car. She hits the gas to the extent the wheels spin. So yeah maybe it’s 5 mph when he’s hit but if he doesn’t move to his right it’s probably way worse for him.
Agent: stupidly plants himself in front of the car. Decides to, instead of just darting right, to unholster his weapon and fire. The shot through the windshield is possibly warranted. I don’t know. The next two probably not.
what should have happened: she should have gotten out of the car. She’s alive and likely released ten minutes later. He should have just avoided the car. They would have run her down and thrown her in jail. Nobody dies.
I don’t think he does a day in jail. This isn’t a Chauvin situation.

He was a federal officer in the line of duty. There's a test to get past immunity from state prosecution for that situation, but it's not an easy test and clearly won't be met here. The DOJ won't prosecute him. The feds have already declared him a hero. There is zero chance he suffers any repercussion at all from this.
I don't know what was going through her head when she hit the gas. Was she confused? Was she scared? Both? I don't know. But she had her vehicle turned to the right, not at the officer. There was no reason to shoot her.
I agree you could technically excuse the first shot while denouncing the second and third. Especially the third. She was already past him at that point. If that last shot was the one that killed her, it was murder.
But nothing will come of it. Guaranteed.
