This is why I'm fine with the House Oversight Committee looking into this. If the people who were killed were trafficking illegal drugs and were 'narco-terrorists' then fine. This is an area where I think the government needs to show their work before starting to blow boats out of the water in international waters.
I'm not saying they have to publicly broadcast their actions, but I'd like to think there is a process to clearing use of deadly force where there would be mass casualties.

I agree we don't have the info/expertise necessary to answer the question. My gut is that if it happened in this way, it is very probably a crime under international law, but the answer is probably much murkier under federal law.
