According to who? Not the politicians or the people who vote for them. If it was bad there would be a constitutional amendment.
Under the current system not gerrymandering is bad, assuming your goal is fairness to the voters.

On the positive side, when Indiana stopped Illinois stopped. Too bad more didn't. It is wrong.

I like just going percentage by state. State has 10, a party wins 62% and they get 6. No gerrymandering.

Smerconish today had a poll asking if independent voters should be able to vote in primaries. 86% of his viewers said yes.
Smerconish said out of the 435 House seats this year, only 30-35 can possibly go either way.
Only part of that is due to gerrymandering. In theory, though we haven't seen it, jungle primaries are a possible solution. In NYC, a jungle primary might well result in a progressive and a somewhat moderate Democrat being in the general. Republicans, Independent voters, and moderate Democrats might be able to outnumber the extremists. This would be true in Idaho too.
