I think he’s questioning whether Antifa has enough structure to even be considered an org. If it’s a real thing, by all means, dismantle it but I’m guessing some federal judge will tell this admin to stop with the terrorist designation bullshit.

No. Very serious. Sure, I exaggerated for effect, but there is evidence, as others here have pointed out, that anitifa as an organization may not even exist. If it does, it has no leadership, no membership, no clear organization...
It is a certainly a word describing the ideology of being AGAINST FASCISM. Some adherents to the ideology think, likely incorrectly, that the current administration displays characteristics of fascism and is willing to legally protest against the current administration on that basis.
The concern that many have, and it isn't silly or unserious, given the very real blugeoning of citizens by ICE in numerous incidents, is that there will be an effiort to label any anti-Trump sentiment expressed in public, by tried and true nonviolent protest methods, as being "antifa terrorism".
